If the misting heads become blocked, this will be due to build-up or grit from the water. To fix, simply soak the head in white vinegar and water.

If your pet bowl overflows, it will be due to the float valve not shutting off the water. Check the float and lubricate the hinge with silicone lubricant so it can move freely.

If you find the levers on the two way brass tap adaptor are not shutting off the water, it may that the levers are a little tight and need loosening. Use pliers to twist the lever so that if fully shuts off the water for the first time. Then, if you twist the levers back and forth gently a few times with the pliers this should loosen it and shut off properly the next time.
